Legislation introduced to modernise governance of Victorian greyhound racing

The Minister for Racing, Hon Anthony Carbines MP, has introduced legislation into Parliament that would enable GRV to transition from a statutory authority to a company limited by guarantee – specifically the Racing Legislation Amendment (Entity Governance and Other Matters) Bill 2026 (the Bill).

GRV supports the proposal as a positive step toward a more modern, flexible and commercially focused governance model for Victorian greyhound racing.

GRV will continue to operate as the Controlling Body for greyhound racing in Victoria, and it is business as usual in fulfilling our roles and responsibilities in accordance with the Racing Act.

Strong regulatory and governance oversight would remain under the proposed new entity, including through the Racing Act, Ministerial powers, a skills-based Board and corporate law obligations.

Reason for the change

The revised entity form will provide GRV with greater flexibility to innovate and operate in accordance with the demands of its commercial and stakeholder environments without being bound by specific government policies applicable to public sector entities, such as those that regulate procurement, media buying and advertising placement, finance and borrowings and asset ownership. This change when enacted, will move GRV out of the public sector.

Proposed governance structure of the future GRV company

The company will be registered under the Corporations Act 2001 as a company limited by guarantee. The company will be a not-for-profit company, with all profits to be reinvested into the greyhound racing industry.  The members of the new company will be the active directors on the Board of Directors. The directors will continue to be appointed by the Minister for Racing.

Likely timeframe for the establishment of the new GRV company

The Minister for Racing will be responsible for certifying the new GRV company as the controlling body of Victorian greyhound racing. The current GRV statutory authority will continue operations as usual as the controlling body of Victorian greyhound racing until the certification process has been completed. This will occur no later than 1 July 2028.

What happens next

The Bill’s introduction to Parliament is the first step of the legislation’s process through Parliament.

Following introduction, the Bill must be approved by the Legislative Assembly and the Legislative Council and presented to the Governor of Victoria for Royal Assent. Only once Royal Assent is received does the Bill become an Act of Parliament, meaning it is a law of Victoria.

GRV recognises that the Victorian community expects high standards from greyhound racing. Welfare, integrity, responsible regulation and public confidence will remain central to any future operating model.

If the legislation passes, detailed transition planning will occur before any formal transition takes effect. GRV will continue to work with Government, clubs, participants, staff and community stakeholders as the process progresses.
