After a periodic review of Greyhound Racing Victoria’s (GRV) Minimum Bet Limit (MBL) policy, changes have been made which will come into effect from Friday 1 November 2024.

The intention of the MBL policy is to provide a balance between ensuring punters are able to bet reasonable amounts on Victorian greyhound racing and allowing wagering providers to manage integrity, risk and commercial outcomes so that Victorian greyhound racing remains an attractive product.

During the latest review as part of the consultation process, GRV received a significant amount of feedback from wagering service providers (WSP) and from wagering customers relating to the policy.

There are three key changes to the MBL conditions:

i) An extension of the window that MBL conditions are active
For all race meetings starting at 2pm or later (twilight and night meetings), fixed odds markets must be published and MBL Conditions active from midday. Race meetings starting prior to 2pm will carry existing requirements of markets published and MBL adhered to by eligible WSPs two hours before the meeting starts.

ii) Limits introduced for WSPs who fall below the annual turnover threshold
All WSPs who don’t meet the $3 million annual turnover threshold must accept a bet (win bet only) to win/lose $250 from all customers.

iii) WSPs who meet the $3 million annual turnover threshold must comply with the MBL conditions for at least six months
At the completion of six months the situation will be reviewed and their previous 12-months of turnover recalculated. This is in response to some WSPs fluctuating in and out of requirements.

These conditions apply to fixed odds bets on Victorian greyhound races and include telephone and internet bets placed on Victorian greyhound races, but exclude bets placed in a retail outlet. Limits are unchanged – click here for details.

GRV takes its MBL policy seriously. If punters have a complaint, they should in the first instance contact the wagering operator to ascertain the reason for the refusal or exclusion.

If the punter remains unsatisfied with the reason provided by the wagering operator, and they do not fall within one of the exclusions listed in the conditions, then they are encouraged to lodge a formal complaint with GRV.
