Meet the GRV Board and Executive team

GRV Board Members

Peita Duncan
CHAIR

Peita Duncan is an experienced professional with skills in sales and management.

She is a former director of the Melbourne Greyhound Racing Association (MGRA), which runs The Meadows facility. Ms Duncan has previously been involved in the industry as a greyhound owner.

She has worked for a number of law firms in business development and management roles and has extensive experience in human resources, business development, business operations and recruitment support.

Ms Duncan was formerly a Non-Executive Director of the Metropolitan Fire Brigade, and formerly a Non-Executive Director of the Emergency Services Telecommunications.

She is also an administrator to the Whittlesea Council until 2024. Peita was appointed to the Board in October 2015 and served as Deputy Chair and Acting Chair before being elevated to the position of Chair in October 2019.

Jack Blayney
DEPUTY CHAIR

Jack Blayney completed his Executive Masters (Public Administration) at Melbourne University and has extensive experience (44 years) in operational policing and executive leadership and management, delivering frontline services to the community.

He was awarded an Australian Police Medal as part of the 2012 Australia Day Honours.

Jack was a member of the Victoria Police Executive and Security Executive from 2015 up until his retirement in 2019.

He is currently a self-employed consultant providing advice to government, emergency service organizations and the private sector on strategic management, organizational change and executive leadership.

Since July 2021 he has been contracted by Mark43 Australia Pty Ltd to provide strategic advice on delivering public safety value to governments and communities in the Asia Pacific region.

Jack was appointed to the Board in August 2022.

Lisa Tripodi
BOARD MEMBER

Lisa Tripodi is a Certified Practising Accountant and has more than 20 years’ experience in accounting, assurance services, governance, probity and risk management.

Lisa is an Independent Chair or Member of eight local government Audit Committees across Victoria and also for the Labour Hire Authority and Victorian Institute of Teaching.

Previous clients have included the Victorian Department of Justice and the Victorian Planning Authority.

As a partner, responsible for accounting and assurance services at Oakton Consulting (now NTT), Lisa had internal audit and Audit Committee experience with GRV and a strong understanding of the greyhound racing industry.

Lisa was appointed to the Board in May 2020.

Bill Buccilli
BOARD MEMBER

As a greyhound owner and breeder, Bill Buccilli has partnered with his cousin in racing syndicates which have produced greyhounds such as the 2013 Melbourne Cup winner Black Magic Opal and Black Opium which won the 2020 Sapphire Crown and the Brisbane Cup. Bill has worked for 30 years as a real estate agent and auctioneer and is currently Managing Director of real estate company Barry Plant Sunshine.

Bill was appointed to the Board in May 2021.

Daniel Nugent
BOARD MEMBER

Daniel Nugent has extensive commercial and corporate experience including senior roles at Energy Australia and KPMG. He has been actively involved in the greyhound racing industry, including being the founding Director of greyhound syndicator, The Golden Paw. Daniel is also a former member of GRV’s Industry Consultative Group subcommittee.

Daniel was appointed to the Board in May 2021.

Andy Giddy
BOARD MEMBER

Dr Andy Giddy is currently Executive Director Strategy & Engagement at Western Victoria Primary Health Network where he is developing partnerships between primary care providers and primary care to health service partnerships. Andy has been involved in stakeholder engagement, partnerships, strategy, and health research for the past 25 years.

He originally trained as a veterinary surgeon and still practices in emergency disease response and post bushfire response. He has more than 18 years’ experience as a company Director across commercial and not-for-profit boards including Vice President of Melba Support Services. He was also previously a member of the Veterinary Practitioners Registration Board of Victoria.

Andy has previously served for three years as an independent member of the Greyhound Racing Victoria Audit and Risk Committee. He currently has one rehomed greyhound and has had two previously.

Andy was appointed to the Board in November 2023.

Carly Dixon
BOARD MEMBER

Carly Dixon has a vast knowledge of the Victorian racing industry, having spent five years as an Executive General Manager at Racing Victoria.

She also brings a wealth of corporate knowledge, having served as Australia Pacific Airports Corporation (Melbourne Airport) General Manager of Corporate and Public Affairs from 2010 to 2018.

Currently, she is the Chief Executive Officer of James MD Distribution.

Ms Dixon’s accomplishments in the racing industry and executive experience across a range of private enterprises make her a valuable addition to the board.

Carly was appointed to the Board in February 2024.

GRV Leadership

Stuart Laing
CHIEF EXECUTIVE OFFICER

Stuart Laing joined GRV in July 2014 after 20 years in thoroughbred racing with Racing Victoria and Country Racing Victoria where he held senior management positions in Marketing, Business Development, Strategy and Wagering. Stuart has successfully led business growth initiatives including domestic and international wagering optimisation, the marketing and promotion of the Spring Racing Carnival and major events, digital media expansion and the co-ordination of major media partnerships for the racing industry. Stuart holds a Bachelor of Management (Marketing) and a Graduate Certificate in Applied Science (Organisation Dynamics).

Dr Gavin Goble
General Manager Greyhound Welfare & Rehoming

Dr Gavin Goble is an experienced veterinarian with particular expertise in racing greyhounds, spending over 15 years in veterinary clinical practice. He has attended over 500 greyhound race meetings as on-track veterinarian, both in New Zealand and Victoria. In addition, he has spent over 13 years in senior management roles, with both a strong strategic and operational focus, most recently as Australian General Manager of Gribbles Veterinary Pathology.

Troy Harley
General Manager Racing, Racing Safety & Clubs

Troy Harley has over three decades of management, hands-on experience and knowledge gained across multiple facets of the racing industry.

Most recently, Troy has been the Executive Officer of Greyhound Clubs Australia after a ten-year stint as General Manager of Bendigo Greyhound Racing Association.

Prior to that he held executive and management positions with GRV, Shepparton & Warragul Greyhound Racing Clubs, Dubbo Turf Club and Country Racing NSW, along with providing management services to five regional NSW thoroughbred racing clubs and various roles in racing media.

Jacquetta Griggs
General Manager Finance & Clubs

Jacquetta Griggs has over 20 years’ experience in executive and senior management positions across a range of industry sectors.

Before joining GRV, Jacquetta was Chief Financial Officer at Australian Industry Standards Ltd, Senior Finance Manager for Elbit Systems, Financial Controller at Sturrock and Robson Asia Pacific and worked as a Senior Business Analyst and Project Manager at Boeing Aerostructures Australia.

Jacquetta holds a Bachelor of Business (Accounting), is a graduate of the Australian Institute of Company Directors, Deputy President of CPA Australia’s Victorian Divisional Council, an Accounting Advisory Board Member at Deakin University and chairs Swinburne Business School’s Course Advisory Committee.

Terrie Benfield
General Counsel & General Manager Corporate Services

Before joining GRV, Terrie Benfield held a number of positions within the Department of Education, including Director, Major Projects and Director, Information & Knowledge Management and Manager, Commercial and Property Law. She has also held senior legal positions with the Victorian Government Solicitor’s Office and the Gambling Licences Review and Transition Project. Terrie holds an Executive Masters of Public Administration, Bachelor of Laws and Bachelor of Commerce.

Mark Wells
General Manager Participants & Strategy

Mark Wells has held a range of executive and leadership roles across a range of sectors including Utilities, Retail, Financial Services, Government and Professional Services specialising in strategy development and planning, organisational transformation and major program delivery.

Mark’s achievements include key leadership roles in the decentralization and privatisation of a government energy utility, executive roles in the demutualisation, mergers and major regulatory reforms within banking and financial services, along with the development of finance, information management and technology strategies and roadmaps within the Victorian Government.

Shane O’Connell
GENERAL MANAGER GREYHOUND RACING INTEGRITY (GRIU)

Shane O’Connell joined GRV in 2017 as Integrity Operations Manager before being promoted to the role of General Manager of Greyhound Racing Integrity (GRIU) in 2021.

Since joining the organisation, Shane has played a central role in establishing the GRIU as one of the world’s leading integrity bodies across all racing codes and in maintaining, and then expanding, the greyhound racing calendar in Victoria despite the sport facing several challenges.

Prior to joining GRV, Shane served for more than three decades with Victoria Police, including as a lead member of the Purana and Petra Task Forces and the Homicide Squad.

Harshana (Hash) Hettiarachchi
GENERAL MANAGER CUSTOMER, MARKETING & COMMERCIAL

Hash Hettiarachchi joined GRV in 2023 having held senior executive positions leading product strategy, digital & retail transformation at ASX listed companies including The Lottery Corporation, Tabcorp and Aristocrat Technologies.

His most recent role was as GM of Channel Strategy at The Lottery Corporation where he was responsible for developing and driving the Lotteries and Keno 5 year Channel Strategy, omni-channel enhancements and developing retail customer experience and transformation strategies.

Hash played a fundamental role in Keno’s digital transformation and growth, establishing digital and user experience teams and transforming customer experience in a space of time.
