Meet the GRV Board and Executive team
Tom Salom is a former media executive with more than 20 years’ experience. In his most recent role as News Corp Australia’s Commercial Director and Managing Editor, Mr Salom oversaw national sporting media partnerships and contracts with the AFL, Cricket Australia, Tennis Australia and Racing Victoria.
He was also accountable for the commercial strategy, legal and compliance policies and budgets of News Corp’s national content networks and major mastheads, including the Herald Sun, Geelong Advertiser and Hobart Mercury.
Prior to that, he was News Corp’s Editorial Business Manager – Victoria, following a 15-year career as a journalist, managing editor and strategic partnerships director.
Mr Salom currently sits on the Board of the Royal Children’s Hospital’s Foundation Growth Committee, and is also a non-executive director with the Australian National Veterans Arts Museum and the Emerald and District Mitre 10 Co-op.
He has also chaired major events including the Jayco Herald Sun Tour and the Herald Sun/Transurban Run for the Kids.
Mr Salom was appointed to the Board as Chair in September 2025.
Jack Blayney completed his Executive Masters (Public Administration) at Melbourne University and has extensive experience (44 years) in operational policing and executive leadership and management, delivering frontline services to the community.
He was awarded an Australian Police Medal as part of the 2012 Australia Day Honours.
Mr Blaney was a member of the Victoria Police Executive and Security Executive from 2015 up until his retirement in 2019.
He is currently a self-employed consultant providing advice to government, emergency service organizations and the private sector on strategic management, organizational change and executive leadership.
Since July 2021 he has been contracted by Mark43 Australia Pty Ltd to provide strategic advice on delivering public safety value to governments and communities in the Asia Pacific region.
Mr Blaney was appointed to the Board in August 2022.
Lisa Tripodi is a Certified Practising Accountant and has more than 20 years’ experience in accounting, assurance services, governance, probity and risk management.
Ms Tripodi is an Independent Chair or Member of eight local government Audit Committees across Victoria and also for the Labour Hire Authority and Victorian Institute of Teaching.
Previous clients have included the Victorian Department of Justice and the Victorian Planning Authority.
As a partner, responsible for accounting and assurance services at Oakton Consulting (now NTT), Ms Tripodi had internal audit and Audit Committee experience with GRV and a strong understanding of the greyhound racing industry.
Ms Tripodi was appointed to the Board in May 2020.
As a greyhound owner and breeder, Bill Buccilli has partnered with his cousin in racing syndicates which have produced greyhounds such as the 2013 Melbourne Cup winner Black Magic Opal and Black Opium which won the 2020 Sapphire Crown and the Brisbane Cup. Mr Buccilli has worked for 30 years as a real estate agent and auctioneer and is currently Managing Director of real estate company Barry Plant Sunshine.
Mr Buccilli was appointed to the Board in May 2021.
Dr Andy Giddy is currently Executive Director Strategy & Engagement at Western Victoria Primary Health Network where he is developing partnerships between primary care providers and primary care to health service partnerships. Dr Giddy has been involved in stakeholder engagement, partnerships, strategy, and health research for the past 25 years.
He originally trained as a veterinary surgeon and still practices in emergency disease response and post bushfire response. He has more than 18 years’ experience as a company Director across commercial and not-for-profit boards including Vice President of Melba Support Services. He was also previously a member of the Veterinary Practitioners Registration Board of Victoria.
Dr Giddy has previously served for three years as an independent member of the Greyhound Racing Victoria Audit and Risk Committee. He currently has one rehomed greyhound and has had two previously.
Dr Giddy was appointed to the Board in November 2023.
Carly Dixon has a vast knowledge of the Victorian racing industry, having spent five years as an Executive General Manager at Racing Victoria.
She also brings a wealth of corporate knowledge, having served as Australia Pacific Airports Corporation (Melbourne Airport) General Manager of Corporate and Public Affairs from 2010 to 2018, and as Chief Executive Officer of James MD Distribution from July 2023 to August 2024.
Since July 2024, Ms Dixon has been the Chief Stakeholder and Corporate Affairs Officer at VicRoads.
Ms Dixon was appointed to the Board in February 2024.
Stuart Laing joined GRV in July 2014 after 20 years in thoroughbred racing with Racing Victoria and Country Racing Victoria where he held senior management positions in Marketing, Business Development, Strategy and Wagering. Stuart has successfully led business growth initiatives including domestic and international wagering optimisation, the marketing and promotion of the Spring Racing Carnival and major events, digital media expansion and the co-ordination of major media partnerships for the racing industry. Stuart holds a Bachelor of Management (Marketing) and a Graduate Certificate in Applied Science (Organisation Dynamics).
Troy Harley has over three decades of management, hands-on experience and knowledge gained across multiple facets of the racing industry.
Most recently, Troy has been the Executive Officer of Greyhound Clubs Australia after a ten-year stint as General Manager of Bendigo Greyhound Racing Association.
Prior to that he held executive and management positions with GRV, Shepparton & Warragul Greyhound Racing Clubs, Dubbo Turf Club and Country Racing NSW, along with providing management services to five regional NSW thoroughbred racing clubs and various roles in racing media.
Shane O’Connell joined GRV in 2017 as Integrity Operations Manager before being promoted to the role of General Manager of Greyhound Racing Integrity (GRIU) in 2021.
Since joining the organisation, Shane has played a central role in establishing the GRIU as one of the world’s leading integrity bodies across all racing codes and in maintaining, and then expanding, the greyhound racing calendar in Victoria despite the sport facing several challenges.
Prior to joining GRV, Shane served for more than three decades with Victoria Police, including as a lead member of the Purana and Petra Task Forces and the Homicide Squad.
