A National Coursing Association (NCA) stalwart, Silvester played a major role in convincing the Labor Government of the day to pass legislation which outlawed proprietary greyhound racing and legalised "Tin Hare Racing" in the State of Victoria. As a result of being issued with a licence, the NCA negotiated the purchase of some 20 acres of freehold land in Lightwood Road, which exists as Sandown GRC today. Silvester also served on the Greyhound Racing Control Board from 1961 to 1976. A coursing man at heart, the industry would not be in the healthy position it is today if it weren't for the deeds of Silvester Doyle.
